Yes, this is true. All the operators including Tata Docomo, Aircel, Reliance, Videocon are going to reduce data in 2G packs. 
Most of the people here face problem to understand things written in English. So I'm going to tell the story in Hindi:
Hum sab jaante hai ki Airtel, Idea, Vodafone ne apne 2G packs mein data ghata diya hai. Pehle almost 2GB- Unlimted milta thaa 98 mein lekin ab saare 1GB dete hai.
Thode din pehle BSNL ne bhi apne 98 pack mein 3GB se 2GB kar diya aur jald 1.5GB hone wala hai.
Tata Docomo ne bhi Rajasthan circle mein plans mehenge kar diye hai. Naye plan maenge hai kaafi agar aaj ke plans se tulna kare.
Ab sabhi circle mein Tata 2G ke plans mehenge hone wala hai.
Aaj meri company ke officials se baat huyi. Jab maine 2G users ke liye 3G network access bandh karne ka sawaal kiya toh unhone kaha ki 2G users ko 2G packs mein 3G speed mil rahi thi jahan par 3G network available hai. Is wajah se unko isse ban karna pada.
Paid 2G users ko speed nahi mil rahi thi un areas mein jahan 3G nahi hai kyunki saari bandwidth woh log use kar rahe thay jo 2G pack activate karake 3G speed ka maza le rahe thay.
Ab company service ko mehanga kar rahi hai taaki quality maintain ki jaa sake aur naye tower laga sake. Toh ab speed toh bad jayegi 2-3 months mein but service costly ho jayei

Iska sidha jawaab hai network operations ki cost ka badhna. Companies ka network expansion aur 3G network install karne mein bahot kharcha huya hai jis wajah se woh calls/sms/internet ke prices badha rahi hai.
Aircel bhi network expansion kar raha hai aur new towers lagne wale hai toh woh bhi cost increase kar rahe hai.
Videocon jo sabse sasta hai uske license cancel ho chuke hai aur ab agar woh license leta hai auction mein toh kharcha badhne se woh bhi cheap calls, sms aur internet nahi de payega.
